1) First, for the USB connected mice, you're going to need two tools and here they are:
Now, open the mouse report rate measurement tool and move your mouse(only in the range of the window) so the program can detect your current mouse report rate.Once the program has detected your current rate which is usually around 125hz, if the value is higher than 125hz(eg. 250hz or 500hz) you might consider skipping these steps because your mouse is already tweaked by default.Next step, restart your computer, run Windows in Safe Mode and open the Mouse Report Rate switcher, you should see a dialog box like this:

Before we continue i must warn you that you may burn or damage other usb devices connected to your computer by changing the report rate, so therefore i dont take any responsibility if you do.Well, if you still wanna continue then click Patch and a dialog box should open asking you to which rate should it set the USB report rate.Try 250hz for starters, then restart your pc and run Windows in normal mode.Open the mouse measurement tool again and measure your report rate, if it still shows the old report rate then you maybe using a cheap mouse and its rate isnt adjustable otherwise congratulations you have tweaked your mouse.After you have tweaked your mouse to 250hz as i told you, you may wanna try tweaking to a higher rate to see how it responds although proceed with caution.
2) PS/2 connected mice
PS/2 connected mice are easier to setup than USB mice, all you have to do is:
- Go to Start > Control Panel > System
- Under System Properties click on Hardware
- Click on Device Manager and go to Mice and other Pointing Devices
- Select your mouse that will be generally denoted as “PS/2 Compatible Mouse‘ or it can be a specific name if Windows XP recognizes the brand or model of the mouse that you are using. Double click on the mouse to open its properties.Select Advanced Settings tab under Properties

Now click on the drop-down box next to sample rate and change the reports from 100 to 200
and you may want to increase buffer length to 200 also as this consumes more buffer.Since you've got everything set you also might want to download the Mouse Report Rate Measurement tool to check your report rate.
3) No Windows Mouse Acceleration!!
Windows XP mouse acceleration can be quite a aim-killer sometimes, so all you need to do to disable it is download this registry file which disables mouse acceleration in Windows XP.
4) OpenArena Mouse Commands
Since i'm a OA/Q3 player i'll give you a hint about a couple of commands in the game that affect the mouse:
/sensitivity -> general sensitivity setting
/m_yaw -> mouse horizontal axis sensitivity
/m_pitch -> mouse vertical axis sensitivity
/cl_mouseaccel -> mouse acceleration ingame
/cl_platformSensitivity -> OS Sensitivity ?
You may wanna mod the default settings of these cvars to find ones that'll perfectly fit you.
Well, that's it hope my article helped you, read ya next time.
